The charge is for getting a qualified technician to your door and finding out what is actually wrong. It is not a deposit against the repair and it is not a quotation fee.

Once the fault has been assessed, the cost of fixing it is communicated to you before the work proceeds, wherever it is reasonably possible to do so. The exception is the situation where stopping to have a pricing conversation would make the damage worse. If water is running into the flat below yours, isolating it comes first.

A technician arriving at 11pm for a leaking valve is AED 350 plus one hour at AED 175 plus the valve. Around AED 550 before the part. The same visit at 11am is AED 200 plus AED 175 plus the valve, so closer to AED 400.

What to do in the first ten minutes

The technician is on the way. What you do before arrival changes the size of the repair.

Water leak or burst pipe

Shut the water off at the fixture valve if you can reach one. If you cannot, call building security or building management and ask them to close the main supply to your unit. In most Dubai towers, security can do this faster than you can find the valve yourself.
